Tigua Tribe Tie Vote Defeats Casino Bill in Texas

On May 4, 2007, a rare tie vote in the Texas House effectively ended a proposal that would have permitted Speaking Rock Casino in Tigua to reopen for business.

The Lt. Governor for the Tigua Tribe Carlos Hisa is bewildered about it after being blindsided by the 66-66 vote at midnight. A tie vote in the legislation means failure.

The proposal was the only chance for the Tigua Tribe to reopen their casino this legislative session of the House to petition. Other proposals to expand casino gambling and build casino/resort facilities are currently being discussed in House committees.

Hisa commented that the Tribe would continue to convince the legislators despite their ruling on Thursday. Under Chavez's proposal, both the Tiguas and the Alabama-Coushatta Tribe from East Texas would have been permitted to operate pull tab games, poker and bingo at their casino facility.

Under the proposal, about 10% of the tribe's gaming profit would have been allotted for the Toward Access, Excellence and Success or the TEXAS Scholarship Grant Program.

During the time that it was open, the casino employed hundreds of residents in El Paso and produced around $60 million annually. It also provided housing, health care and education to its members.
