Councilor Gerardo Carillo Disapproves e-Casino Plans in Cebu City, Philippines

On October 13th, 2008, a city councilor is criticizing the move of the Philippine Amusement and Gaming Corporation (PAGCOR) to operate an e-Casino in Cebu City, Philippines, an online gaming facility where players can play through the World Wide Web.

The chairman of the City Council's committee on education and committee on urban development, Councilor Gerardo Carillo said that the online casino has a tendency to be abused especially by minors. The online e-casino will offer games like baccarat, blackjack and others. Carillo said that the city prefers to protect the welfare of its citizens, especially minors, rather than earn more profit by allowing the e-Casino to operate.

The city may earn up to twenty percent from the total gross sales of the e-casino. Carillo said that they are not really interested in the income because it is the moral duty of the government to protect its people. The e-casino will just open the gate for more kinds of gambling. 3 lessees on the e-casino have reportedly asked for a gaming permit from the city. Carillo said that giving permission to the e-casino in Cebu will make city officials inconsistent, considering the city government has been actively against other forms of local gaming like video karera, moli-moli and others.

In a move to general additional sources of profit, PAGCOR, the Philippines' sole gambling authority, has launched different games of chance using the Internet, in a move to expand its gambling operations outside of land-based casino facilities. The e-casino plan has already met some criticism in some parts of the Philippines, especially because some of its terminals are reportedly near schools.
